List of client charges

Some social and health services are subject to a charge, whilst others are free of charge. You can find information about client fees in the wellbeing services county’s list of client charges. The current list of client charges is valid from 1 January 2026.

There are two types of client fees in the wellbeing services county:

Flat-rate fees are the same for everyone. Examples of these include health centre clinic fees and dental treatment fees.

Income-based fees are determined on the basis of the client’s income. Examples of this include fees for regular home care and long-term housing services.

The guidelines on client charges provide service-specific information on client fees, how they are determined and the principles governing them. The vast majority of client fees are based on the Act on Client Charges in Healthcare and Social Welfare.

In the East Uusimaa wellbeing services county, the county executive determines the client fees in accordance with the principles approved by the county council.

Fee for a service that has neither been used nor cancelled

From 1 January 2026, a charge of EUR 73.70 will be applied to services that have neither been used nor cancelled. Even if the service is free of charge (such as a visit to a health centre nurse), this does not exempt you from paying for an appointment that has not been cancelled, if the appointment was not cancelled in time. The appointment must be cancelled at least 24 hours before the agreed time.

No charge is made for clients under the age of 18.

Reduction and waiver of client fees

You can apply for a reduction or waiver of the client fee if you are unable to pay it due to your financial circumstances. The client fee may be reduced or waived if payment would jeopardise your or your family’s livelihood or your statutory maintenance obligations. If you are experiencing a temporary payment difficulty, for example with a single invoice, please first contact the wellbeing services county’s invoicing department to request an extension of the payment deadline.

The East Uusimaa wellbeing services county has defined the criteria for reducing and waiving client fees. In this file, you will find further information on, for example, the income and expenditure taken into account in the payment reduction calculation, as well as the asset limit.

For which charges can you apply for a reduction or waiver?

You can apply for a reduction or waiver of client fees charged by the East Uusimaa wellbeing services county for social care services (income-related and flat-rate client fees) and for those healthcare fees that are determined on the basis of your income. HUS provides specialised healthcare services in the Uusimaa region; applications for a reduction or waiver of these charges must be submitted to HUS.

We do not offer reductions of fixed-rate healthcare charges. Fixed-rate healthcare charges include, for example, fees for visits to health centres, dental care fees, fees for visits to therapists and fees for short-term institutional care.

The vast majority of flat-rate healthcare charges count towards the annual fee cap. Once the fee cap has been reached, the services covered by it are generally free of charge. If necessary, you can also apply for basic income support from Kela for fixed-rate healthcare charges.

As a general rule, the correct procedure is not to apply for a reduction or waiver as regards a specific invoice; instead, we determine the client’s entitlement to a reduction or waiver for a specific period.

For which charges can you apply for a reduction or waiver?

You can apply for a reduction or waiver of the client fee by completing the printable form and sending it via Securedmail to kirjaamo@itauusimaa.fi or by post to the East Uusimaa wellbeing services county, The Registry, Tulliportinkatu 1, 06100 Porvoo. Please remember to include all the required attachments with your application to avoid any delays in processing your case. We process applications for a reduction or waiver of client fees in the order in which they are received; the processing time is approximately one month.

As a general rule, a reduction or waiver is granted from the start of the month in which the application is received. No reduction or waiver will be granted on paid invoices or invoices for which income support has been granted.

Do not pay the invoice whilst your application is being processed; if necessary, ask for the due date to be extended for the duration of the processing. The due date will not be extended by the staff processing the discount application; you must arrange the extension yourself.

Apply for a correction to your client fee

If you have any questions regarding a decision regarding a client fee for an income-based service (such as a decision regarding a client fee for regular home care), please contact the department that issued the decision. The contact details can be found in the client fee decision.

If, following your enquiry, it is determined that there are no grounds for amending the client fee decision (for example, the client fee is not incorrect), you may submit a claim for correction in accordance with the instructions for claims for correction included with the client fee decision.

If you wish, you can also request a correction to an invoice relating to a flat-rate client fee for health or social care services, i.e. a client fee that is the same for all clients. You will find instructions for claims for correction on your invoice.

If you have applied for a reduction or waiver on financial grounds in relation to an income-based invoice, you may also submit a claim for correction of the decision to grant a reduction. Instructions for claims for correction are included with the decision on the reduction or waiver of the charge.
